I stället för att resa till Colombo i Sri Lanka har jag nu hamnat i Tromsö i norra Norge. Jag hade viss respackning för tropiskt klimat, men nu får det duga i snö och de enstaka plusgrader som går att jaga upp här.
Men jag tillhör dem som alltid uppskattat ishavsskönheten här uppe i norra Norge.
Reaktionen på den srilankesiska regeringens vägran att acceptera mitt besök har varit tydlig också från EU:s sida, och den internationella uppmärksamheten har blivit betydande. Man undrar hur de egentligen tänkte…
Till detta kommer det säkert att finnas anledning att återkomma. Vi har nu anledning att avvakta Bernard Kouchners och David Milibands besök. Det blir snarast viktigare i ljuset av vad som nu hänt.
Dagen ägnade jag huvudsakligen åt mötet i Permanent Partnership Council mellan EU och Ryssland. Det blev en blandning av konstruktiv diskussion och delvis polemiskt formulerade åsiktsskillnader mellan oss på EU-sidan och utrikesminister Lavrov.
Men trots detta var det ett möte som i allt väsentligt skedde i god anda.
Sergey Lavrov och jag kommer att fortsätta med en mer bilateral överläggning här i Tromsö i morgon. Det finns en del att diskutera också inför det svenska EU-ordförandeskapet.
Men nu är det snart middag och innan dess måste jag hinna med ett möte med Canadas utrikesminister.

With regard to what happened, you are no doubt annoyed and angry and understandable given the amount of aid and support Sweden has provided in the past.
Nevertheless try and see the Sri Lankan govt decision in the context of what is going on there at the moment.
It is a watershed time in Sri Lanka unlike I have seen in the last 30 years. There were lots of peace processes, but never has a majority in the country felt like this war would end in their life time, or for the next 100 years as a matter of fact, as the way they think now.
And while it is arguable that the roots of the conflict will persist, if a political solution isn’t presented, it is nevertheless hard to not think that some major assumptions about inevitability of suffering in Sri Lanka and Sri Lankan always being doomed to its fate have been broken. The major assumption that the LTTE cannot be defeated has now been proven wrong.
As a journalist, I will be doing my utmost to pressure the government to offer a political solution. Many think that economic prosperity for the north and east will solve the problem, the main thrust of the present government’s policy.
I trust they will develop the north and east economically and the public service would try to provide all rights to Tamils within one country. Whether the machinery works well is a different question.
But to get back to the point – the north south divide and the divide between developed and developing countries is the background to this decision – in my opinion, and the govt had to balance pressures from within with pressures from outside. To say there will be repercussions, is also, in my opinion, to get too far ahead.
They are clearly not saying a visit was denied. They are saying they want you to come at another time. That is not a snub. That is domestic realities at play.
Leave it to the brits and the french to pressure the govt on the civilians remaining in the NFZ.
In terms of rights – Tamils will not see Buddhism not have pride of place, though the constitution ensures freedom to follow any religion, and constitutional protection for such. The national flag also has a Lion. I don’t know if that will change. But given that Tamils are a minority, I don’t see how they can expect more.
The LTTE had a chance to go for a federal solution, but they kicked the previous govt out! You have to consider, in that light, that the LTTE is not willing to compromise. A view that all analysts agree on and which is why they are labelled terrorists by some.
I know this govt won’t offer a federal solution and certainly not a separate state. It will be a provincial devolution package at best.
Please consider how complex the problem is, and why Tamil Nadu cannot be the homeland for Tamils. The fact that India is a federal country means, Tamil Nadu is in fact the autonomous homeland for Tamils.
Comments here that chemical weapons will be used and genocide are paranoia at its best. Some tamils are the top businessmen in Sri Lanka, and while the poor tamils get harassed at checkpoints – do consider that its war time in sri Lanka. I know for a fact that Sinhalaese and Tamils do live together peacefully in many parts in Sri lanka, maybe not as best friends, but certainly not as enemies.

Det här agerande säger en hel del om regeringen i Sri Lanka. Om de behandlar ett annat lands utrikesminister på detta sätt, hur tror ni att de behandlar Tamilerna? Flera hundra tamiler dödas varje dag av regeringens attacker, men regeringen förnekar allt. De har även använt förbjudna vapen som kemiska vapen och kluster bomber och attackerat många sjukhus och kyrkor, även det förnekar de trots starka bevis. Det som sker där är utan tvekan ett folkmord på alla tamiler som inte håller med om regeringen, och det kommer de aldrig att erkänna. Nu börjar omvärlden att förstå situationen, men snälla agera snabbt innan det är försent. För varje som går förlorar många livet.
Det är tråkigt att du inte fick möjlighet att sätta stop på folkmordet på Tamiler. Alla tamiler är inte LTTE och i synnerhet inte barn. Lycka till i Norge!
Det är lite märkligt att de engelske och franska utrikesministrarna åker till Sri Lanka utan någon tydlig markering av att Carl inte fått åka.
EU ska uppträda gemensamt, likaså när de företräder FN.
Lika märkligt är det att de som skäl åberopar att deras länder har stor handel med Stri Lanka.
